Joey de Venecia III (ZTE-NBN whistle blower), son of former House Speaker Jose de Venecia has filed the latest impeachment raps against President Gloria Macapagal-Arroyo citing betrayal of public trust, culpable violation of the Constitution , bribery and graft and corruption.

In his complaint, the younger de Venecia referred to the numerous irregularities that the Arroyo administration has been accused of that include Human Rights Violations, the ZTE-Diwalwal mining contract, the North Rail project, the fertilizer scam, the “Hello Garci” controversy, bribery of members of Congress and the aborted US$329 ZTE-NBN deal which de Venecia brought to the public’s attention in September of last year.

“I am filing this case to bring not only the ZTE-NBN deal but all the other issues to a higher level,” de Venecia says. The Filipino people should be made aware that the President is impeachable.

The Senate has not issued its official findings on the ZTE-NBN deal more than a year since the case broke into the limelight.

“I have gone through the legal channels and have been truthful in everything I said but it is disheartening to know that nothing has come out of the investigation,” de Venecia added.


De Venecia further quoted Irish statesman Edmund Burke who once said, “All that is required for evil to prevail is for good men to do nothing.” The fight is still on and this impeachment case is a signal to this government that the Filipino people are watching.

Aside from de Venecia, other signatories to the complaint include Edita Burgos, Erlinda Cadapan, Former DOTC Secretary Josephina Lichauco, Harry Roque, Iloilo Vice Governor and former Congressman Rolex Suplico, Renato Constantino, Leah Navarro of the Black and White Movement, Henri Kahn, Francisco Alcuaz, Rez Cortez, Virgilio Eustaquio, former NTC Commissioner Jose Luis Alcuaz, Danilo Ramos, Concepcion Empeno, Elmer Labog, Armando Albarillio, Roneo Clamor, and Bebu Bulchand.

Deputy Minority Floor Leader and Bayan Muna Partylist Representative Satur Ocampo said that militant partylist groups Bayan Muna, Gabriela and Anak Pawis will endorse the impeachment case.

This is the fourth impeachment case that has been filed against President Arroyo since 2005. Last year, lawyer Roel Pulido filed an impeachment case endorsed by Representative Edgar San Luis of Laguna, an ally of the Arroyo administration. Critics assailed the filling saying the complaint was intentionally flawed and was filed to block subsequent complaints. The Philippine Constitution limits to one the number of impeachment case that can be brought against the President in a year.

None of the impeachment cases filed against the President has made it pass the House of Representatives which is controlled by a strong majority of administration lawmakers.
